I've tried the crate, and that doesn't work. Not even holding the dog seems to quiet the great anxiety (running to and fro; whining; panting; yelping) she experiences in seeing the flash of lightning and hearing the thunder.

Unfortunately, storm phobias are very common in dogs, and they tend to get worse as dogs age.

Some owners report good results when they outfit their dog with a cape designed to block the pet’s ability to sense the buildup of static electricity associated with storms or with a tightly fitting shirt that applies reassuring pressure around a dog’s body. Dog appeasing pheromone or homeopathic preparations may also promote a sense of calm.

If all else fails, make an appointment with a veterinarian specializing in behavioral medicine. He or she will be able to assess your dog’s situation and recommend behavior modification techniques and possibly anti-anxiety medications tailored to your dog’s specific needs.
