jack russle on his walks

2 year old jack.how come from the time he was a pup when we go on a walk in the summer my jack starts to breathe heavy and gets a severely pink in his left eye and cannot continue to finish his walk .he lays down and does not want to walk anymore.he is actually shaking and having trouble breathing.is this an allergy problem or what else causes this problem.
