Jack Russell Licking Front Leg Uoints Until Raw

My 11 year old Jack Russell, Molly, has started liking her front leg joints since last winter. we were thinking maybe she is bored or has a allergy. We have tried Bitter Apple on the front joints but it does not stop her.

Plz help.
