Why Does My Terrier Hide and hake?

My 2 year old Jack Russell, Bess, has started a new behaviour. When we let her out in the morning, she has a wee and then runs and hides behind a bush. She just sits there with her ears right back and shakes and we have to go and get her and bring her back into the house as she won't come when we call her. She refuses to eat her breakfast. She seems to be perfectly alright for the rest of the day and will eat no problem later on. This behaviour seems to be neurotic. My friend told me that her Norfolk terrier goes through phases of doing exactly the same thing except she hides in a corner of the house. Does anyone know why they do this?
