What are these red lumps?

My 8 month old jack has suddenly broke out in welts (red lumps) on her legs, face and ears, they just seem to appear then disappear. It doesn't seem to be affecting her general behavior, is this some kind of allergic reaction? Have already ruled out environmental changes soap powders, air fresheners etc
