My baby Vince is 11 weeks old and weighs 3.9 pounds. He seems really little in comparison to other 11 week old pups I've seen online. Is it possible that he is a mini or teeny dog?

I have a jrt with a little maltese in him, all jack personality .He is 2yrs old and weighs 5 and half lbs.with an attitude of a 40lb dog.Don't worry about size you'll love your dog anyway.
