My JRT's fur not grown back; he was shaved in Jan. '09.

After an attack by a pit bull, my 12 yr. old male JRT had his whole neck area shaved for surgery. This was in January of 2009. It is now April of 2010, and his fur has not grown back except in a few scattered patches. Does anyone know why this might have happened, or how to encourage the fur to grow back? I have regular elder dog checkups for both of my dogs, and his thyroid tested normal. No other problems were evident during the last checkup (Nov. '09).
