My JRT won't drink water.

He will be so hot and panting heavily and will NOT drink water. How do I make him drink to cool himself off?

Always make sure that his water is fresh and not been in his bowl for more than an hour in hot weather, my dog will only drink fresh drawn water so I change his water at least 4 times a day.
