my JRT is too small

my jack russel seems too small for her age. when i bought her the day b4 thanksgiving she was supposed to be 8 weeks. its been 3 weeks now, she gained one pound but she is SMALL... whats wrong with her?

I just talked to the person who sold me Bella
She confirmed that Bella will turn 12 weeks on 12.18.09. she is 5 pounds but she is so skinny. I also learned that she was the Runt
so if any one had a JRT Runt - any comments? any recomendations?
