MUCH LIKE HUMAN BIRTHMARKS!

Hello,
Much like human birthmarks, that are not there at birth, but will show up latter. My JRT had no spots at birth, but between the 6th month and 12th she was covered.

Hope this helps! Also, they are not harmful in anyway, unless they become infected. Then its off to the VET.
